Valdebebas Shopping Special Plan: plots, access and planning processThe HilosValdebebas thread explains the Special Plan submitted by General de Galerías Comerciales to address access to the underground car park by changing plot boundaries.
The public consultation ran from 1 September to 1 October 2026. The deadline for submitting objections has now passed; this does not amount to final approval of the plan or the start of construction.

Project overview
- Structure : The shopping centre will have two interconnected buildings, North and South, separated by Plaza de la Centralidad IV.
- Parking : The Special Plan described by HilosValdebebas provides for an underground car park with 7,000 spaces.
- Access : Four vehicle entrances and five exits are proposed. Changes to the plot boundaries would allow an additional vehicle access point.
- Layout and design
- Ground floor : This will mainly house retail shops and cafés. There may also be a supermarket in the North building.
- First floor : This will focus on leisure and dining, with a Kinepolis cinema confirmed.
- Connections : The two buildings will be connected by pedestrian walkways over Plaza IV.
- Natural light : Extensive use of skylights and curtain walls will provide abundant natural light.

- Special Plan planning process : According to HilosValdebebas, the developer submitted the proposal on 3 April 2025. The plan addresses plot boundaries and access to the car park, and was open for public consultation in September 2026.
- Changes to plot boundaries : The proposal sets back the northern boundary of the public park/plaza plot and adjusts its southern boundary to provide another vehicle access point to the car park.
